7.9%. that is 9 million short of what he promised. >> the unemployment rate rose to 7.9% in september. it also shows some players added 171,000 jobs in october. the longer term trend is also a mixed bag. >> 160,000 new jobs. that is enough to keep pace but it is not enough to repair the damage from the recession. >> what does all this mean for the election outcome? >> most americans have made up their mind about the candidates and certainly about the economy. a little news is not likely to change that. >> about 4% of likely voters remain undecided. it is not clear whether the numbers will sway them either way. >> what else did you see that was interesting?

>> it shows growth in manufacturing and construction as well as the hotel restaurant and health-care sectors. on the downside, government hiring is down in the states and also no hourly wages remain flat. >> there are a number of referendum on questions, one of the least understood house to do with allowing illegal immigrants who pay taxes and in state tuition rate for college. david collins joins us in the studio with more on the dream act. >> honestly, there are no answers to some of the questions. how much will actually cost taxpayers? how many immigrants will go to college? will it take spots away from legal residents? >> when my father graduated high school, --
